What is the best shared hosting plan?
It seems to me there are two providers which are worth trying but I don't know which one is better to choose - libertyvps.net or planethoster.com?

I do not know anything about the websites mentioned by the OP, but based on my experience, I can say Namecheap is the best option. I have used their shared hosting for 10 years until I switched to VPS. Namecheap shared hosting is one of the cheapest in the market, if you are a new customer, you even get a dot com for a discounted price.
