Any KVM VPS for running some dev workloads?

I need a KVM VPS for running some dev workloads.
Root access, snapshot support, and flexible resource scaling are a must.
Is GTHost.com kvm vps reliable? Does anyone have experience with providers that don’t oversell their nodes?
